Solicitation and distribution of literature with appropriate approval should not interfere <br /> with working time of either the employee making the solicitation or distribution, or the <br /> targeted employee. The term "working time" does not include an employee's <br /> authorized lunch or rest periods or other time when the employee is not required to be <br /> working. <br /> Employees may solicit donations, contributions, or promote appropriate fundraising activities <br /> by posting the event or item on bulletin boards in the employee break rooms in the City <br /> whereby an employee may voluntarily make a donation or participate in the activity. Certain <br /> fundraising activities sponsored by the City may be exempted from this provision. The home <br /> addresses and home telephone numbers of City employees shall be withheld from all persons, <br /> businesses or organizations. <br /> 17.7 Falsification of Records <br /> Any employee who makes false statements or commits,or attempts to commit,fraud in an <br /> effort to prevent the impartial application of these policies will be subject to immediate <br /> disciplinary action up to and including termination and potential criminal prosecution. <br /> 17.8 Personal Telephone Calls <br /> Personal telephone calls are to be made or received only when truly necessary. They are not to <br /> interFere with City work and are to be completed as quickly as possible. Any personal long <br /> distance call costs will be paid for by the employee. Please refer to Section 19 of these policies <br /> for information on use of cellular phones. <br /> 17.9 Political Activity <br /> City employees have the right to express their views and to pursue legitimate involvement in <br /> the political system. However, no City employee will directly or indirectly, during hours of <br /> employment,solicit or receive funds for political purposes. Further,any political activity in the <br /> workplace must be pre-approved by the City to avoid any conflict of interest or perception of <br /> bias such as using authority or political influence to compel another employee to apply for or <br /> become a member in a political organization. <br /> 17.10 Tobacco <br /> The City observes and supports the Minnesota Clean Indoor Air Act. All City buildings and <br /> vehicles, in their entirety,shall be designated as tobacco free, meaning that any use of tobacco, <br /> smoking in any form (through the use of tobacco products (pipes, cigars and cigarettes)or <br /> "vaping"with e-cigarettes is prohibited while in a City facility or vehicle. <br /> 53 <br />
