December 6, 2011 <br />Honorable Mayor and Council Members <br />City of Pequot Lakes <br />4638 County Road 11 <br />Pequot Lakes, MN 56472 -0361 <br />RE: Proposal for Engineering Services <br />Rehabilitation of Government Drive <br />Pequot Lakes, MN <br />Honorable Mayor and Council Members: <br />Brainerd I Baxter <br />7804 Industrial Park Road <br />PO Box 2720 <br />Baxter, MN 56425 -2720 <br />Tel: 218- 829 -5117 <br />Fax: 218-829-2517 <br />www wsmus.com <br />At the November 1, 2011 City Council meeting, we were directed to modify our previous report <br />on proposed Government Drive improvements and move from a complete reconstruction with <br />some streetscape features to more of an overlay / rehabilitation type approach so that the cost <br />would be lessened (we heard in the $300,000 range) and could be paid for via normal City tax <br />levy budgeting. We also said we would bring a design and construction phase engineering <br />services proposal for such a rehabilitation project. <br />We have reworked the proposed improvements to bring the cost down. Basically, it will involve a <br />'• -��-- mill and inlay of existing pavement with some additional pavement in areas on the west side to <br />add and organize parking. <br />Please note that there will not be any significant changes in drainage. Drainage improvements, <br />especially on the south end of the corridor in the Butler Street and Woodman Street area will <br />need more expenditure of City funds (including possible land purchase for a discharge / <br />infiltration location). <br />We have reviewed the proposed rehabilitation type approach with staff, and will present <br />sketches and an estimated project cost at this date's Council meeting. <br />The Council previously approved a design survey, and we are requesting approval of this <br />engineering proposal so that we can have drawings and specifications prepared for the 2012 <br />bidding season. <br />Based on the scope of improvements indicated in our revised study sketches, we propose to <br />perform the following tasks: <br />Use the survey information previously obtained and the corresponding basemap <br />showing topography, elevations, property lines, and utilities. <br />Prepare construction drawings, including typical sections, plans, prof <br />erosion control sheets, and cross sections if necessary. <br />engineering I architecture I land surveying I environmental services <br />
