City Council Minutes <br /> October 16, 2007 <br /> Page 2 of 5 <br /> -------------------------- <br /> � <br /> The City Clerk introduced Liz Diaz and Shelly Eldridge of Ehlers. She <br /> noted that staff and Liz Diaz have been working on a utility rate study <br /> which was authorized by Council several months ago. <br /> Liz Diaz reviewed the memo on the utility rate study. Upon review of the <br /> memo, the following issues related to the study were discussed by the <br /> Council. <br /> • Industrial Park Expansion — City Engineer Houle indicated that the <br /> dollar amount recommended to complete this project is a guess. He <br /> further noted that the Council has not actually identified this project; <br /> however, due to the near sell-out of the existing industrial park, <br /> Council and staff have discussed the idea of a park expansion. <br /> • Wastewater Treatment Plant Expansion — It was noted by the City <br /> Engineer that this project is included in the capital improvement <br /> portion of the rate study and is identified as a 2010 project. The <br /> Engineer suggested that this may be somewhat premature and <br /> recommended using the date 2012. <br /> � • Useful life of water facility and wastewater facility and depreciation <br /> value of both were discussed. The Clerk indicated that currently the <br /> City is using a 20-year life for depreciation. She indicated that the <br /> auditors have suggested that the City use a higher level of <br /> depreciation such as 30-40 years. Council Member Ryan <br /> suggested using accumulated depreciation rather than current year <br /> depreciation. <br /> • WAC/SAC fees were discussed. The Council was asked to discuss <br /> the amount of WAC/SAC fees that should be allocated for the <br /> system improvements and expansion and the amount to be <br /> allocated for debt service <br /> • Monthly Meter fee — Liz Diaz noted that the proposal recommends <br /> implementing a monthly meter fee to put money aside to pay for <br /> meter replacement and repair. <br /> • Ehlers recommended that the City form a written policy on <br /> WAC/SAC fees. The policy would include implementing a <br /> residential equivalency unit structure to be fairer in charging <br /> WAC/SAC fees to residential, commercial and industrial users. <br /> � <br />
