ADDITIONS OR DELETIONS TO AGENDA: None. <br /> OPEN FORUM: None. <br /> NEW BUSINESS: <br /> a. Dennis Reschke Family— "Vegetation Removal, Intensive", Discussion <br /> Mr. Burslie explained the Staff Report. Applicant was represented by Paul Reschke and <br /> Scott Reschke. Staff suggested rezoning the parcel to a classification that allowed this <br /> type of use, such as Rural Residential. <br /> Paul Reschke addressed the Planning Commission and explained the property had been <br /> in his family since the 1940's or 50's. The family had contacted forester Eric Eggen <br /> about a year ago to evaluate the forest. They wanted to manage the forest; there was a <br /> lot of trees that were dead or dying and the forest needed to be thinned out. They <br /> needed a driveway to access a future camping area overlooking the wetland. A buffer is <br /> being left along all lot lines, except where it has been cleared to move the trucks in to <br /> remove the logs. <br /> Mr. Reschke further stated they planned to remove 70% of the trees,the oaks and <br /> maples would stay. The forester has submitted the Management Plan to Staff. Mr. <br /> Reschke stated the forester has stated he didn't know this parcel was part of Pequot <br /> Lakes; it was his negligence, although the property owner should have known also. <br /> Planning Commission Member Hallan stated if they request to rezone to Rural <br /> Residential it is permitted for Vegetation Removal, Intensive as a permitted use. <br /> Mr. Burslie informed the Reschke's that they would be giving up certain amenities by <br /> rezoning. When asked he explained the setbacks would increase,the impervious surface <br /> coverage is higher and some uses would change. <br /> Dawn Bittner asked if there would be a 1,000'buffer from the wetland or East Twin <br /> Lake. Mr. Burslie looked up the Shoreland Rules which states forest management is <br /> allowed in the Shoreland Area in accordance with 6120.3300 "Zoning Provisions", Subp. <br /> 8 "Forest Management Standards". The property owners were also directed to not clear <br /> any vegetation within the lake,bluff or wetland setbacks. <br /> By definition, Planning Commission Member Hallan stated they could clear to the <br /> property line.
