Introductions <br />a. Sign -in <br />b. Purpose / Role of Task Force <br />The Task Force will meet four times through the course of the study. The Task Force is a <br />designated group of representatives of the stakeholders in the study area. The purpose <br />of this Task Force is to guide the study, review the products, provide local perspective <br />and insight, and keep their boards and commissions up to speed on the study. <br />2. Study Overview <br />a. Summary of Study Goals <br />The goals of the study are to develop and recommend short term safety improvements <br />for CSAH 11, as well as a long term vision for the corridor, specifically focusing on <br />defined subareas. The long term vision will factor in future development and demands, <br />as well as roadway improvements including the TH 371 bypass tentatively slated for <br />2018 construction. <br />b. Review Scope / Subareas <br />The project is divided into two phases: <br />• Phase 1- issues identification. <br />o Includes gathering information to understand the existing traffic <br />conditions, to better understand improvements such as the TH 371 <br />bypass, and to determine the future traffic demands on CSAH 11. <br />Phase 2 - developing and evaluating solutions that address identified issues. <br />The Study Area includes 4 subareas, which expanded to 5 subareas at this meeting. <br />Below is an overview of each subarea. <br />1. TH 371 / CSAH 11 —This subarea study will focus on the impacts of the bypass. <br />CSAH it will be the primary access to the community once the bypass is inplace. <br />Although the City of Pequot Lakes representatives indicated that the <br />comprehensive plan states that land use designations will remain the same as <br />they are today, the City will likely receive considerable development interest <br />around this future high activity intersection and land use designations could <br />change at the discretion of future City Council action. This study will determine <br />what supporting roadways will be needed around this intersection to manage <br />access in the long term. With this plan inplace, the City of Pequot Lakes and <br />potential developers will be able to better understand traffic needs and align <br />`.. access to conform to the plan if land use changes are approved.
