OR CSAH 11 Corridor Study Crow Wing County, Minnesota Task Force Meeting #1 Thursday, September 29, 2011 Pequot Lakes City Hall 10:00 —12:00 PM MINUTES 1. Introductions a. Sign -in b. Purpose / Role of Task Force The Task Force will meet four times through the course of the study. The Task Force is a designated group of representatives of the stakeholders in the study area. The purpose of this Task Force is to guide the study, review the products, provide local perspective and insight, and keep their boards and commissions up to speed on the study. 2. Study Overview a. Summary of Study Goals The goals of the study are to develop and recommend short term safety improvements for CSAH 11, as well as a long term vision for the corridor, specifically focusing on defined subareas. The long term vision will factor in future development and demands, as well as roadway improvements including the TH 371 bypass tentatively slated for 2018 construction. b. Review Scope / Subareas The project is divided into two phases: • Phase 1- issues identification. o Includes gathering information to understand the existing traffic conditions, to better understand improvements such as the TH 371 bypass, and to determine the future traffic demands on CSAH 11. Phase 2 - developing and evaluating solutions that address identified issues. The Study Area includes 4 subareas, which expanded to 5 subareas at this meeting. Below is an overview of each subarea. 1. TH 371 / CSAH 11 —This subarea study will focus on the impacts of the bypass. CSAH it will be the primary access to the community once the bypass is inplace. Although the City of Pequot Lakes representatives indicated that the comprehensive plan states that land use designations will remain the same as they are today, the City will likely receive considerable development interest around this future high activity intersection and land use designations could change at the discretion of future City Council action. This study will determine what supporting roadways will be needed around this intersection to manage access in the long term. With this plan inplace, the City of Pequot Lakes and potential developers will be able to better understand traffic needs and align `.. access to conform to the plan if land use changes are approved. This subarea study will also consider the CSAH 11 corridor and improvements needed between existing and future TH 371.
