Reschke <br /> Agenda Item: 7(b) <br /> Background Information: The applicant owns a 39.77 acre tract of land <br /> zoned Rural Residential and plans to harvest the timber. The Forest <br /> Management Plan is included and the recommendations are summarized below: <br /> Type 1 — Two acres of Upland Grass includes power lines and right-of-way along <br /> County Road 107. The recommendation is to leave as is. <br /> Type 2 — Twenty-four acres of mature aspen is the majority of upland timber, <br /> composed of stands with 5o% aspen, 30%birch and 20%jack pine, Norway pine, <br /> maple, basswood, ash and oak. The recommendation is to selectively harvest the <br /> aspen,birch and jack pine. <br /> Type 3 — Four acres of lowland brush and grass is located on the northwest <br /> corner of the property along East Twin Lake. The recommendation is to leave <br /> this cover type as is. <br /> Staff contacted the Area Hydrologist with the DNR, Heidi Lindgren, regarding <br /> the wetland area and her response is below: <br /> Hi Dawn, <br /> There is a ridge between the lake and wetland. In 1997 DNR did a survey and the ridge <br /> was low enough that the wetland was part of the lake. Using the 1997 survey the wetland <br /> would be part of the lake and the shoreland rules would apply. <br /> However,there is a chance that the ice ridge has gotten taller in the 30 years since that <br /> survey. Depending on what the city was open to, the landowner could have the ridge <br /> surveyed. If the lowest point on the ridge was above OHWL,then the wetland would not <br /> be part of East Twin. They would be two separate and the wetland rules would apply to <br /> the wetland. <br /> Right now, with the information we have, it is part of the lake. If the landowner brought <br /> new information forward through a licensed surveyor the DNR would definitely take a <br /> look at the survey and see if it was two separate basins. <br /> Pequot Lakes Staff Report 7(b)-1 <br /> July 20,2017 <br />
