COUNCIL MEMBER SWANSON <br /> SECONDED THE MOTION. MOTION CARRIED 3-0. <br /> 10.6. Call Special Meetings <br /> COUNCIL MEMBER AKERSON MOVED TO CALL A SPECIAL <br /> COUNCIL MEETING FOR JULY 11, 2017 AT 6:00 PM FOR THE <br /> PURPOSE OF A UTILITY RATE STUDY WORK SESSION. COUNCIL <br /> MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED <br /> 3-0. <br /> COUNCIL MEMBER SWANSON MOVED TO CALL A SPECIAL <br /> MEETING ON AUGUST 22, 2017 AT 6:00 PM FOR THE PURPOSE OF <br /> THE CAPITAL IMPROVEMENT PLANNING AND 2018 PRELIMINARY <br /> BUDGET WORK SESSION. COUNCIL MEMBER AKERSON <br /> SECONDED THE MOTION. MOTION CARRIED 3-0. <br /> 10.7. 2016 Year End Financial Report <br /> Nancy Malecha presented the 2016 year-end financial report to the <br /> Council. The general fund capital outlay and council contingency <br /> carryover monies remaining at year-end total $66,983.56. The City's <br /> Accounting and Reporting Policy states, "the City will commit fund balance <br /> in the general fund of up to 50% of the following year's general fund <br /> budgeted expenditures for cash flow purposes." As of December 2016, <br /> the City is at 62% fund designation. Ms. Malecha noted that the City is in <br /> good financial condition and hopes to recommend the use of the fund <br /> balance monies to help pay for some of the 2018 projects that the City has <br /> prioritized. <br /> COUNCIL MEMBER AKERSON MOVED TO ACCEPT THE 2016 YEAR <br /> END FINANCIAL REPORT. COUNCIL MEMBER SWANSON <br /> SECONDED THE MOTION. MOTION CARRIED 3-0. <br /> 10.8. Audit Services Proposal <br /> Nancy Malecha presented the proposal from CliftonLarsonAllen to perform <br /> audit services for the City's 2017-2019 audits. Council Member Akerson <br /> suggested the City get other proposals for audit services and Mayor <br /> Adams concurred adding that the City has utilized their services for more <br /> than five years and it is always good to have another viewpoint. <br />
