COUNCIL MEMBER LOUKOTA MOVED TO ADOPT RESOLUTION 17- 13 TO APPLY TO PARTICIPATE IN THE NATIONAL FLOOD INSURANCE PROGRAM. MAYOR ADAMS SECONDED THE MOTION. MOTION CARRIED 5-0. 6.3. Ordinance Amendment Dawn Bittner noted the City owns numerous parcels that have several zoning classifications. In order to simplify the zoning map and create consistent regulations for publically-owned properties, the Planning Commission is unanimously recommending to amend the ordinance creating a Public zoning classification. Council Member Akerson questioned if this change makes the zoning map more difficult to understand and if the public classification is being treated differently than other surrounding properties. Ms. Bittner explained that all City properties currently have different classifications and this change allows for one set of standards for City property. She noted that these changes are for zoning purposes and not for the use of the properties. COUNCIL MEMBER PEDERSON MOVED TO AMEND SECTION 5.15 PUBLIC ZONING CLASSIFICATION, ADD SECTION 5.16 LAND USE MATRIX, ADD GOVERNMENT BUILDING TO THE LAND USE MATRIX, AND ADD A PUBLIC COLUMN TO THE LAND USE MATRIX. COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED 3-2. COUNCIL MEMBERS AKERSON AND PEDERSON OPPOSED. COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE THE SUMMARY PUBLICATION OF ORDINANCE 17-05. COUNCIL MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED 5-0. 6.4. Rezone Request Dawn Bittner explained the Planning Commission is unanimously recommending the rezoning of 48 publically-owned parcels to the Public zoning classification based on 17 Findings of Fact. MAYOR ADAMS MOVED TO AMEND THE OFFICIAL ZONING MAP AS OUTLINED IN THE ORDINANCE AMENDMENT. COUNCIL MEMBER
