Mr. Reschke stated there are trees stacked on the ground and wondered if they can <br /> remove the trees that are down so that area is done and new growth can begin. It may <br /> take another 2 months for the Rezone and Management Plan approval. <br /> Planning Commission Member Hallan stated the downed timber is deteriorating. The <br /> Reschkes should go in and remove the piles of timber and make use of the natural <br /> resources. Chair Engels concurred. <br /> Planning Commission Member Habein asked how we would lift the Cease and Desist <br /> Order. Mr. Burslie stated Dawn Bittner would send a letter notifying them they could <br /> remove the cut,topped and bunched timber, but the logging would still remain cease <br /> and desist. <br /> The Planning Commission directed Dawn Bittner to send such letter the following day. <br /> OLD BUSINESS: <br /> a. State Building Code, Discussion (continuation) <br /> Mr. Burslie explained the Staff Report. <br /> Planning Commission Member Wilson wondered how many people are going to build <br /> elsewhere if we adopt the State Building Code. <br /> Planning Commission Member Habein asked who monitors the building inspectors to <br /> be sure they are inspecting what they should be. <br /> Planning Commission Member Hallan pointed out that the Building Code also covers <br /> remodeling. <br /> Chair Engels stated he doesn't feel the City is in a position to adopt the State Building <br /> Code. Affordability could hurt the City more than do the City good. Some people won't <br /> be able to do repair projects if they have to pay permit fees. <br /> Planning Commission Member Hallan stated he is in favor of adopting the State <br /> Building Code;building inspectors catch a lot of the mistakes. <br /> Planning Commission Member Wallin stated local control will be taken away when the <br /> Building Code is adopted. There will be added fees for repair projects that need to be <br /> done, such as window replacement. New construction should be held to that process, <br /> but the Building Code includes remodeling and repair projects.
