RESOLUTION NO. <br /> RESOLUTION DECLARING HAZARDOUS BUILDING AND ORDER FOR REMOVAL <br /> BY THE CITY COUNCIL OF THE CITY OF PEQUOT LAKES, MINNESOTA <br /> WHEREAS, evidence has been presented to the City Council of the City of Pequot <br /> Lakes, Minnesota, and the City Council finds the following facts: <br /> 1. That on the real property located at 30892 South Heath Street in the City of <br /> Pequot Lakes, Crow Wing County, Minnesota,which real property is described as follows,to- <br /> wit: <br /> Lots 14 and 15, Block 1, Briggs' Addition <br /> Parcel Numbers: 291000010140009 and 291000010150009 (collectively,the"property"),there <br /> is a single family dwelling(the"dwelling")and detached garage (collectively,the"buildings"). <br /> 2. That the records on file with the Crow Wing County Recorder reveal that the <br /> record owner of the property is David E. Clark, and that there are no lienholders of record. <br /> 3. That David E. Clark is deceased; however no change in ownership has been <br /> recorded with the Crow Wing County Recorder since Mr. Clark's death. <br /> 4. That the buildings located on the property are currently vacant,and have <br /> suffered structural and other damage as noted herein, and are dangerous to human life for the <br /> reasons noted herein. <br /> 5. That the dwelling does not have utility service, lacks a heat source and <br /> insulation, and lacks running water in violation of Minn. R. 4715.0200(A) and(Q), and therefore <br /> is uninhabitable and presents a health hazard to the owner and to the general public as water use <br /> is necessary for human sanitation. <br /> 6. That the dwelling has damaged and non-code compliant framing members. <br /> 7. That the exterior of the dwelling is unsecure because all windows and doors <br /> have broken or opened. <br /> 8. That the exterior of the dwelling lacks water resistant siding or other cladding. <br /> 9. That the entrance to the dwelling is dangerous. <br /> 10. That the dwelling on the property constitutes a fire hazard because of its <br /> dilapidation,physical condition and unsanitary condition and abandonment. <br /> 11. That the dwelling, in its current condition,harbors rodents and is unsanitary, <br /> �-- is likely to cause sickness or disease, and is manifestly unsafe and unfit for human habitation. <br />
