6.2. Floodplain Management Ordinance <br /> Dawn Bittner informed the Council that the purpose for this ordinance is to <br /> regulate development in the flood hazard areas in the City and required <br /> adoption of this ordinance is due by August 15tH <br /> COUNCIL MEMBER SWANSON MOVED TO AMEND CHAPTER 17 OF <br /> THE CITY CODE REGARDING A FLOODPLAIN MANAGEMENT <br /> OVERLAY DISTRICT. COUNCIL MEMBER LOUKOTA SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE THE <br /> SUMMARY PUBLICATION OF ORDINANCE 17-04. COUNCIL MEMBER <br /> SWANSON SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT RESOLUTION 17-13 <br /> TO APPLY TO PARTICIPATE IN THE NATIONAL FLOOD INSURANCE <br /> PROGRAM. MAYOR ADAMS SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 6.3. Ordinance Amendment <br /> Dawn Bittner noted the City owns numerous parcels that have several <br /> zoning classifications. In order to simplify the zoning map and create <br /> consistent regulations for publically-owned properties, the Planning <br /> Commission is unanimously recommending to amend the ordinance <br /> creating a Public zoning classification. <br /> Council Member Akerson questioned if this change makes the zoning map <br /> more difficult to understand and if the public classification is being treated <br /> differently than other surrounding properties. Ms. Bittner explained that all <br /> City properties currently have different classification and this change allows <br /> for one set of standards for City property. She noted that these changes are <br /> for zoning purposes and not for the use of the properties. <br /> COUNCIL MEMBER PEDERSON MOVED TO AMEND SECTION 5.15 <br /> PUBLIC ZONING CLASSIFICATION, ADD SECTION 5.16 LAND USE <br /> MATRIX, ADD GOVERNMENT BUILDING TO THE LAND USE MATRIX, <br /> AND ADD A PUBLIC COLUMN TO THE LAND USE MATRIX. COUNCIL <br /> MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED 3-2. <br /> COUNCIL MEMBERS AKERSON AND PEDERSON OPPOSED. <br /> COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE THE <br /> SUMMARY PUBLICATION OF ORDINANCE 17-05.
