CROWWINIG
COUNTY
4,- MINNESOTA
April 25, 2017
Dawn Bittner
City of Pequot Lakes Planning& Zoning
4638 Co Rd 11
Pequot Lakes, MN 56472
RE: Tax Forfeited Land Management in the City of Pequot Lakes
Dear Dawn:
Crow Wing County plans on harvesting timber on a tax forfeit property within the City of Pequot
Lakes (parts of NWNE, SWNE, NWSE, SWSE, SESE and Gov. Lot 2). The property is west of
Upper Cullen Lake and East of the Preserve Golf Course.
The foundation and legal framework for the county's forest management efforts comes from the
State of Minnesota, which establishes by statute that "every parcel of land acquired by the state shall
be held by the state in trust for the respective taxing districts"[MN 281.25]. In addition, that the
"...county board has the discretion to decide that some lands in public ownership should be retained
and managed for public benefits" [MN 282.01 Subd. 1]. These public benefits include "...the
suitability of the forest resources on the land for multiple use and sustained yield (timber)
management" (282.01 subd. l]. Ultimately, the county board classifies and "manages tax-forfeited
lands held by the state in trust for the local units" [MN 282.01 subd. I and MN 281.25]. Lands
classified as "Conservation,"as the tax-forfeited public lands within Pequot Lakes are, "...must be
held under the supervision of the County Board" as dictated by statute (282.01 subd. 2].Therefore,
Crow Wing County is the responsible government agency charged with managing these lands
consistent with sustainable forest management practices.
Crow Wing County has established several County Board approved and publically vetted initiatives
that help to establish policy to implement principles of sustainable forest managementand protection.
Crow Wing County recently updated its Forest Management Plan for the Tax-Forfeited Land of Crow
Wing County in 2015. The plan is a statement of stewardship for the forest resource intended to sustain
an ecologically healthy forest capable of providing multiple benefits to residents and visitors of Crow
Wing County.-
Gary Griffin, Director
Land Services Department
322 Laurel Street,Suite 15
Brainerd,MN 56401
Our Vision: Being Minnesota's favorite place.
