QUARTERLY UTILITY BILLING ADJUSTMENT REPORT FOR <br /> JANUARY THROUGH MARCH 2017. <br /> 3.8. MCFOA GRANT FOR CLERKS INSTITUTE <br /> COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 4. Open Forum <br /> No one appeared under open forum. <br /> 5. Presentations <br /> 5.1. LIDAR Grant Presentation <br /> Frank Scherf and Kammy Huneke from the Minnesota Department of <br /> Public Safety presented the City with a new LIDAR (light detection and <br /> ranging) instrument which has a value of$2,500. Mr. Scherf noted the <br /> Pequot Lakes Police Department is receiving this equipment for their <br /> commitment to leadership and traffic safety, as an active member of the <br /> Toward Zero Deaths (TZD) program, and for their strong commitment to <br /> make Pequot Lakes and Crow Wing County a safe place to live. <br /> Ms. Huneke thanked the Council for their support of the TZD program and <br /> noted that in 2015, 411 people were killed on Minnesota roadways. Mr. <br /> Scherf further noted that since 2003, the TZD program reduced fatalities <br /> by 37%. <br /> 5.2 Highway 371 Update <br /> Randy Shoen from Mathiowetz Construction updated the Council on the <br /> Highway 371 Expansion Project. Mr. Shoen explained that starting on <br /> April 7th a traffic switch will take place in Nisswa. The Cullen Brook area <br /> will have surcharge removed beginning the week of April 10th. Work at the <br /> County Road 16/Highway 371 intersection will begin on April 10th and <br /> should wrap up by May 12th. The Highway 371 expressway should be <br /> open by Memorial Day. Four detours will take place this summer which <br /> include Myers Road, County Road 16, West Twin Lake Drive, and South <br /> Patriot Avenue. Mr. Shoen stated the Highway 371 Expansion Project <br /> may be completed by Labor Day. <br /> 6. Planning and Zoning <br />
