City Council Minutes <br />October 4, 2011 <br />Page 7 <br />10.1 Government Drive Funding —Review Financing Options <br />10.2. Street Reconstruction Plan <br />The Council reviewed the revised information on Government Drive <br />funding options provided by Paul Steinman of Springsted. <br />Discussion was held on a street reconstruction plan. The Mayor stated <br />that the City needs a five -year road plan. Tim Houle stated that Mike <br />Loven does have a five year road plan. He noted that this plan could be <br />improved and formalized and provided to the Council. Council Member <br />Sjoblad questioned what the City's cost of the bond would be. Council <br />Member Ryan stated that the cost for a three million dollar bond would be <br />$240,000 per year for 20 years at 5 %. <br />Tim Houle questioned if there is a dollar amount that the City can consider <br />for a per year basis. The Mayor stated that if the City pursues a street <br />reconstruction bond we will need a plan. <br />MAYOR ADAMS MOVED TO DEVELOP A FIVE YEAR ROAD PLAN. <br />COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />Council Member Ryan noted that he is not in favor of approving a project <br />without the question going to the voters in a referendum. Council Member <br />Akerson concurred. <br />MOTION CARRIED 5 -0. <br />11. City Clerk's Report <br />Report received by Council. <br />11.1. Consider 2012 Health Insurance Rates <br />Nancy Malecha, Finance Administrator /Deputy City Clerk updated the <br />Council on the 2012 Health Insurance Rates. She noted that the rates will <br />remain the same as 2011 for the Health Partners HSA Plan and the <br />HealthPartners Three for Free Plan. <br />COUNCIL MEMBER RYAN MOVED TO ACCEPT THE CONTRACT AND <br />HEALTH INSURANCE RATES FOR THE 2012 HEALTHPARTNERS <br />
