City Council Minutes <br />October 4, 2011 <br />Page 3 <br />Council Member Akerson had questions regarding on -line and telephone <br />scams. The Mayor stated she would like to see the Drug Take -Back <br />program available at all of the police departments in the County. Council <br />Member Sjoblad stated that communications between all police <br />departments in the County is critical. <br />5.2. Presentation from NJPA — David Jessop and Todd Lyscio <br />David Jessop and Todd Lyscio gave an update on services provided by <br />NJPA. They indicated that NJPA is focusing on joint projects and shared <br />services between cities, counties and school districts. <br />5.3. Proposed Budget Changes to Tax Levy Funds <br />The Clerk stated that the budget committee has met, as requested by <br />Council, to work at reducing the preliminary levy. The committee has <br />made recommendations that bring the preliminary levy from a 5.98% <br />increase to a 2.57% increase. The Clerk requested the Council to approve <br />the recommendations made by the Committee. <br />COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE BUDGET <br />COMMITTEE RECOMMENDATIONS. MAYOR ADAMS SECONDED <br />THE MOTION. <br />Council Member Ryan questioned where the City is with the school <br />contract. He also questioned the necessity of approving the committee <br />recommendations. <br />MOTION CARRIED 3 -2. COUNCIL MEMBERS RYAN AND COUNCIL <br />MEMBER AKERSON OPPOSED. <br />The Council reviewed a memo from Council Member Akerson regarding <br />budget cuts. <br />6. Planning and Zoning <br />Report received by Council. <br />6.1. Public Use Ordinance <br />Chuck Marohn, City Planner, stated that the Planning Commission is <br />recommending that the Council approve an ordinance amendment <br />�. addressing "public use" in the land use matrix. <br />
