MINUTES `— ECONOMIC DEVELOPMENT COMMITTEE AUGUST 16, 2011 MEMBERS PRESENT: Mark Jurchen, Patrick Smith, Cindy Rieck, Tommy Woog, and Ed Larsen ALSO PRESENT: Mayor Adams; Sandy Peine, City Clerk; and Mike Loven, Public Works Supervisor; Tim Houle, City Engineer; Sheila Haverkamp, BLAEDC; Ruth Ann Hanson, Chamber of Commerce 1. Call Meeting to Order The meeting was called to order by Chair Larsen at 8:00 a.m. 2. Approval of Minutes MOTION BY MARK JURCHEN AND SECOND BY CINDY RIECK TO APPROVE THE JULY 16, 2011, EDC MINUTES. MOTION CARRIED 5- 0. `,, 3. Industrial Park Subdivision Ordinance The City Clerk informed the EDC that the City Council did approve the Ordinance amendment for the Industrial Park Subdivision Overlay District with a 3 -2 vote. 4. Presentation by Tim Houle on WAC /SAC and ERC The EDC noted that the discussions on WAC and SAC began a few months ago when the EDC was considering incentives to encourage development in the City. The possibility of discounting or forgiving WAC /SAC fees had been discussed as a possible economic development incentive. At that time the EDC had questions about the City's WAC /SAC policy and use of WAC /SAC funds. Upon discovering that the City did not have a WAC /SAC policy or ordinance, the EDC did not feel comfortable suggesting using WAC /SAC fees as economic development incentives without knowing the purpose or use of those funds. At that point the EDC requested more information on the City's water and sewer rates, usage, and capacity. Tim Houle gave a presentation on sewer and water availability charges (WAC /SAC). He explained that currently the City charges $2,150 for a connection to water (WAC) and $7,950 for a connection to sewer (SAC). This is an additional service charge other than the monthly usage charge. This charge is the same amount for a residential connection as it would be for a multi unit
