We have reviewed several phone policies from different <br />cities, Crow Wing County, and from the League of <br />Minnesota Cities. The attached Draft Cell Phone Policy is <br />similar to the policy that is used by Crow Wing County and <br />has been adjusted to meet the needs of the City. <br />Because of the difference in technology needs between <br />departments and employees, most of the policies that we <br />reviewed allow two options for employees: <br />1. Employee is issued a city cell phone that is used for <br />business use only. Employee must sign an <br />acknowledgement to this effect and the phone bill must <br />periodically be reviewed by the Department Head to ensure <br />compliance. <br />2. Employee is allowed to purchase their own phone and <br />service plan. With this option the employee is given a <br />monthly stipend to compensate for City work - related use of <br />their personal phone. The stipend is considered an <br />employee taxable benefit. <br />The City Department Heads have reviewed the proposed <br />Cell Phone policy and have discussed the policy with their <br />employees. The City Attorney has also reviewed the policy <br />and has indicated that it can be presented to the Council for <br />consideration. <br />If the Council adopts the draft cell phone policy, the <br />`- existing Technology Policy must be amended.
