City of
AGENDA ITEM #9.1
Pequot €ei)Lakes
REPORT TO
CITY COUNCIL
Report Prepared by: Nancy Malecha
Date: April 4, 2017
Subject: Jurisdictional Transfer Agreement —
Environmental Site Assessment Obligation
Report: Per the Jurisdictional Transfer Agreement
between Crow Wing County and the City of Pequot Lakes
for segments of CSAH 11, CR 112, and State Highway
371, the County was to perform a Phase I Environmental
Site Assessment (ESA) to identify recognized
environmental conditions for these roadway segments,
including adjacent properties. Any recognized
environmental conditions would then have a Phase II ESA
conducted to determine if contamination was present with
the roadway segments.
The County hired Widseth Smith Nolting to perform Phase
I of the ESA where 22 sites were identified. For the
purpose of Phase II, the assessment area was defined and
10 sites were selected for further assessment. Fieldwork
