City Council Minutes <br /> March 7,2017 <br /> Page 3 of 8 <br /> currently zoned rural residential and is slated to become urban rural <br /> transition on the proposed future land use map. <br /> MAYOR ADAMS MOVED TO ADOPT ORDINANCE 17-01 TO AMEND <br /> CHAPTER 17 OF THE CITY CODE REGARDING TRANSITIONAL <br /> RESIDENTIAL ZONING CLASSIFICATION. COUNCIL MEMBER <br /> SWANSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE THE <br /> SUMMARY PUBLICATION OF ORDINANCE 17-01. COUNCIL <br /> MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED <br /> 4-0. <br /> 6.2.B. Amendment Regarding the Integrated Growth Plan in the Comprehensive <br /> Plan <br /> Dawn Bittner noted the Planning Commission was directed to review the <br /> Future Land Use Map as it relates to the new alignment of State Highway <br /> 371. A new map was created and the Planning Commission unanimously <br /> recommends nine amendments to the map. <br /> MAYOR ADAMS MOVED TO APPROVE AN AMENDMENT TO THE <br /> COMPREHENSIVE PLAN UPDATING THE FUTURE LAND USE MAP <br /> TO INCLUDE THE NEW ALIGNMENT OF STATE HIGHWAY 371. <br /> COUNCIL MEMBER SWANSON SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 6.2.C. Ordinance Amendment Regarding Wetland Setbacks in all Zoning <br /> Classifications <br /> Dawn Bittner explained that the City Code contains minimum wetland <br /> setback requirements in zoning classifications from 50 feet to 75 feet <br /> depending on the classification. The Wetland Conservation Act does not <br /> contain a structure setback for wetlands. The Planning Commission <br /> unanimously recommends this Ordinance be amended requiring 30 feet of <br /> wetland setbacks in all zoning classifications based on two findings of fact. <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT ORDINANCE 17- <br /> 02 TO AMEND CHAPTER 17 OF THE CITY CODE REGARDING <br /> WETLAND SETBACKS IN ALL ZONING CLASSIFICATIONS. <br /> COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br />
