City Council Minutes <br /> March 7, 2017 <br /> Page2of8 <br /> 3.8. LIQUOR LICENSE TRANSFERS <br /> 3.9. TOBACCO LICENSE TRANSFERS <br /> COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 4. Open Forum <br /> David Kennedy, 29064 Voyagers Pass, Pequot Lakes, addressed the <br /> Council. Mr. Kennedy spoke to the proposed amendment to the lot size in <br /> the transitional residential zone. He noted that this change would also <br /> decrease the minimum lot size for a non metes and bounds subdivision. <br /> Mr. Kennedy further noted that the proposed change to the future land use <br /> map identifies his small parcel as agricultural and he is requesting that the <br /> land use remain as rural residential to coincide with its zoning <br /> classification. <br /> 5. Presentations <br /> No presentations were received. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The February 27, 2017 Planning Commission Report and February 16, <br /> 2017 draft Planning Commission Meeting minutes were received by <br /> Council. <br /> 6.2.A. Ordinance Amendment Regarding Minimum Lot Size in the Transitional <br /> Residential Zone <br /> Dawn Bittner explained to the Council that the transitional residential zone <br /> is to provide a residential classification that serves as a buffer between <br /> urban and rural residential areas. The Planning Commission unanimously <br /> recommends the ordinance be amended to reduce the minimum lot size in <br /> the transitional residential zone to 2.5 acres with a minimum lot width of <br /> 150 feet to create a transition of minimum lot sizes from urban versus rural <br /> residential areas. <br /> Ms. Bittner stated that Mr. Kennedy's concern of decreasing the minimum <br /> lot size for a non metes and bounds subdivision would go away as the <br /> platting of one acre sized parcels is removed from the transitional <br /> residential zone.
