City Council Minutes January 3,2017 Page 6 of 10 The Council directed Nancy Malecha to notify Russ Powell on the maintenance schedule and services currently in place for North Sluetter Road. 9.5 Farm Lease Agreement COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE 2017 FARM LEASE AGREEMENT WITH SWENSON AGGREGATE & CONSTRUCTION, LLC/CHARLIE SWENSON FOR$4,205 PER YEAR. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 5-0. 9.6. Trailside Park Traffic Study Tim Houle explained to the Council the potential need for a traffic study in 2017 and 2018 to assist the Council in making informed decisions on any potential street adjustments due to the Trailside Park master planning concepts. Mr. Houle noted the proposal presented does not utilize tube counters but rather video cameras. Council discussion ensued as to when traffic studies should occur and the pros and cons of conducting the studies. Mr. Houle explained the reason to gather data in 2017 would be to create a baseline for the Council to utilize in making decisions that are dependent on how the traffic patterns have changed. He noted that if the Council only wants to know what the new traffic patterns are when the Highway 371 alternate alignment is officially open, then the 2017 study would not be warranted. Mr. Houle further noted that if there are plans to close a road, the City should have information on where that traffic will go to avoid an unintentional issue. COUNCIL MEMBER LOUKOTA MOVED TO AUTHORIZE WIDSETH SMITH NOLTING TO CONDUCT 2017 AND 2018 TRAFFIC STUDIES AND ANALYSIS AT A COST NOT TO EXCEED $6,000 FOR EACH YEAR. MOTION FAILED DUE TO LACK OF A SECOND. 9.7. Maintenance Facility Feasibility Study Update Tim Houle provided an update to the Council on where the City is at on the Maintenance Facility Feasibility Study. Mr. Houle offered to meet with new Council members to review this process in further detail.
