Chair Engels asked Mrs. Disch if the mobile home she provided pictures of earlier would <br /> meet the standards of Section 4.5 Building Standards. Mrs. Disch stated it would for <br /> wiring, plumbing, roof,structural integrity,windows and siding,but not for the <br /> foundation. The foundation would qualify for the State sign off;the State Statute does <br /> have a certificate for that which you can sign off on. <br /> Chair Engels asked if there is a requirement for tie downs at the site. Mrs. Disch stated <br /> that she is not aware of any and cannot find any in the Statute. Each manufactured <br /> home park is required to have a storm/tornado shelter. <br /> Planning Commission Member Hallan stated he has done more than 200 inspections on <br /> mobile homes. Each home has to be installed on some type of foundation,but <br /> Minnesota Building Code for manufactured homes does not require that it extend below <br /> the frost line. There is some type of cement or piers,but not required below the frost <br /> line unless there is federal financing. Each manufacturer has requirements for <br /> foundations and minimum vertical strappings. <br /> Mrs. Disch stated that Statute 1350 spells out how the ties are laid out. <br /> Planning Commission Member Hallan asked what the intent was when including an <br /> evaluation of foundation adaptability and condition. This would mean a mobile home <br /> would be installed on a foundation required for a home. Mr. Burslie stated this is not <br /> set to any specific standard,just a foundation. <br /> Planning Commission Member Hallan asked if Item 3 in Building Standards could be <br /> struck or removed. Mr. Burslie stated this could not be amended tonight as this public <br /> hearing is for Section 17-8.3. <br /> Mr. Burslie suggested modifying letter"N"to: Units constructed before June 14, 1976 <br /> are not allowed. Units older than five (5)years at time of installation shall require <br /> evidence the standards of Section 17-4.5 BUILDING STANDARDS are met and shall <br /> meet the requirements set forth in MN Statute 327.32. <br /> Mr. Burslie further stated the certifications are included in Statute 327.32. <br /> Planning Commission Member Hallan stated the State Statute is more defined than our <br /> building standards. <br /> Mrs. Disch stated they do not intend to place mobile homes that are as old as outlined in <br /> the Statute,June 14, 1976.
