MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> NOVEMBER 17, 2016 <br /> PRESENT: Todd Engels, Bill Habein, Mark Hallan, Mark Mortenson, Nathan Norton, <br /> and Wesley Wilson. ABSENT: Deb Brown <br /> CITY PLANNER: Justin Burslie, NJPA <br /> ZONING ADMINISTRATOR: Dawn Bittner <br /> COUNCIL LIAISON: Absent <br /> Chair Engels called the meeting to order at 6:00 p.m. and opened the Public Hearings. <br /> PUBLIC HEARINGS: <br /> APPLICATION: Ordinance Amendment, Section 17-8.3 Manufactured and <br /> Pre-Build Housing Development(continuation) <br /> APPLICANTS: Chris and Ronda Disch <br /> Obsidian Enterprises of Minnesota, LLC <br /> Mr. Burslie explained the Staff Report. Applicant was present via conference call. <br /> Mr. Burslie pointed out the handout on the table. Mrs. Disch had provided the State <br /> Statute listing the requirements for code compliance, Minnesota Statute 327.32 Code <br /> Compliance. This statute includes provisions for the sale of used manufactured homes <br /> that cover range and dryer cords and plugs,fireplaces, stoves,gas water heaters, <br /> furnaces,smoke alarms,carbon monoxide alarms, egress windows, and snowload <br /> requirements. This is in addition to all of the items included in the proposed <br /> amendment. <br /> Mrs. Disch stated the inspections for the Notice of Compliance Form can be done by a <br /> Minnesota certified building official or a licensed engineer. If the home has been <br /> installed above frost with no frost footings,the Compliance Form states that you <br /> understand that it was installed that way. <br /> Planning Commission Member Norton asked if the building inspector provides a new <br /> seal.
