2.) Detours /Business Access
• The TH 371 and CSAH 11 project will not have detours and will not block business
access during construction. Normal construction delays will be expected during one
lane traffic operations.
3.) Bid Dates
The TH 371 project is currently being planned to let in January of 2012. The County
will plan to let the CSAH 11 project after January of 2012 (February or March).
C. County /City Coordination
1.) Crow Wing County Cost Share Policy
• Presented the City with the County's Cost Share Policy Developed in 2008. Any
improvements within the corporate limits of the City on County projects will be
shared according to the Cost - Sharing Policy. The City looked at adding a paved trail
(sidewalk) on the south side of CSAH 11 between TH 371 and Government Drive. It
was determined that adding a paved trail would be best to have that as part of the
Government Drive project being it was 100% City cost according to the Cost Share
Policy.
2.) Corridor Study
• The County is currently moving forward with RFP's for conducting a Traffic Study of
the CSAH 11 Corridor from Pequot Lakes to Breezy Point. Phase I will consist of
gathering information and studying the area and developing concepts. Phase II will
lay out some preliminary geometrics for what the future CSAH 11 should be designed
to. The City would like to see the feasibility of a bike trail along this route.
3.) City's plan for CSAH 11 /Turn back discussion
• The County encourages the City to continue discussing the turn back so the City has
an idea of how the City will work and look after the 2018 TH 371 Project takes place.
If the City has a plan by 2015, the County could start negotiations with the City to
allow for time to iron out details on turn back before the 2018 construction date.
D. Other City /County /MnDOT Coordination
• MnDOT, Crow Wing County, and the City of Pequot Lakes will continue coordination
as these projects develop with more information. The County requested that the City
discuss this meeting at full council, and give the County a formal response of their
concurrence to provide a simple mill and overlay through the City of Pequot Lakes. At
a later date the County will follow up by asking for Municipal Consent of the 2012
CSAH 11 Mill and Overlay Project.
