County State Aid Highway 11 (SAP 018 - 611 -24) Coordination Meeting
June 16th, 2011 @9:00 am
Present: Mike Loven, City of Pequot Lakes
Nacy Adams, City of Pequot Lakes
Sandy Peine, City of Pequot Lakes
Tim Houle, WSN
Jim Hallgren, MnDOT
Rob Hall, Crow Wing County
Luke Wehseler, Crow Wing County
A. 2012 Construction Projects
1.) Government Drive Project Overview —Tim Houle
• The area being analyzed is from East Woodman Street to East Grove Street (five
blocks). The City is currently in the public input and concept stage. Once this study
stage is complete, the City Council will be asked to move forward to design phase.
Look to bury all overhead power on this project and future projects.
2.) CSAH 11 project overview — Luke Wehseler
• This project will be from TH 371 in Pecluot Lakes to CSAH 4 in Breezy Point. This is a
pavement rehabilitation project to improve the existing pavement conditions. The
current plan on rural sections is to mill and overlay on the driving lanes (24' wide).
The plan on the urban section is to mill and overlay from gutter to gutter. Looked at
adding in town items to this project but it was determined that one year would be
. too short of a time to develop a plan for CSAH 11 in the urban section. Looked at
updating the pedestrian crossing to the current ADA rules, but determined that it
would not be feasible with a total reconstruct planned in the near future. Also, as
part of the 2012 overlay project there would be no impact to curb, gutter, and
sidewalk.
3.) TH 371 Project Overview —Jim Hallgren
• This project will be from Cullen Brook to Pine River. The project will mill and overlay
the driving lanes (24' wide). Shoulder updates will occur at Jenkins and ADA updates
will occur throughout the project. The turning movements at the TH 371 /CSAH 11
intersection will likely stay the same, but MnDOT will look into it more with the
closing of two accesses on the west side of the intersection.
B. Project Coordination
• The CSAH 11 project will match into the TH 371 project at the east curb radius of the
intersection of TH 371 and CSAH 11. Need to make sure MnDOT installs traffic loops
before the County overlays CSAH 11. Will need to update the agreement for the
CSAH 11 /TH 371 signal between State, County, and City.
1.) Potential Construction timelines
• The TH 371 project is currently planning on being started at the middle of May 2012.
The CSAH 11 project will try to be constructed after the TH 371 project depending on
haul road routes for the TH 371 project. Government Drive Project could be a phased
project for two years if approved (2012 & 2013).
