City Council Minutes <br /> December 6, 2016 <br /> Page 10of11 <br /> 10.5. 2017 Health Insurance Rates <br /> Nancy Malecha informed the Council that the premiums for the <br /> HealthPartners Three for Free Plan and the $2,600 HSA Plan will increase <br /> by 0% in 2017. <br /> 10.6. 2017 Wellness Program <br /> Nancy Malecha explained that the National Joint Powers Alliance (NJPA) <br /> is offering a $250 wellness incentive to members within their risk <br /> management health insurance pool. Ms. Malecha noted that to be eligible <br /> for this per employee incentive, the City must implement and utilize the <br /> Benovate Connect health integration platform which is technology based <br /> and incorporates components of the City's current wellness program. The <br /> goal is to engage employees to achieve overall balanced health in the <br /> relationship, finance, personal growth, and physical health sectors while <br /> earning incentives up to $250 per year fully funded by NJ PA. <br /> Council Member Akerson inquired as to how many employees currently <br /> participate in the City's wellness program and what it will take to create <br /> more involvement. Ms. Malecha explained that the new Benovate <br /> Connect platform will allow the City's wellness program to be customized <br /> to each employee's needs and likes instead of a one size fits all approach. <br /> MAYOR SJOBLAD MOVED TO APPROVE THE STATEMENT OF <br /> WORK TO IMPLEMENT THE BENOVATE CONNECT HEALTH <br /> INTEGRATION PLATFORM FOR THE CITY'S WELLNESS PROGRAM <br /> BEGINNING IN 2017 WITH FUNDING PROVIDED BY NJPA. COUNCIL <br /> MEMBER AKERSON SECONDED THE MOTION. MOTION CARRIED <br /> 4-0. <br /> 11. Other Business <br /> Nancy Malecha informed the Council that effective January 1, 2017 City <br /> Council members will receive e-mail addresses provided by the City. The <br /> League of Minnesota Cities highly recommends this change as City <br /> business is considered government data that is subject to public record <br /> requests under the Minnesota Government Data Practices Act. In the <br /> event of a public records request a Council member's private e-mail <br /> address also used for City business may be compelled to a discovery <br /> request in litigation. Ms. Malecha further noted that Planning Commission <br /> members will also be receiving e-mail addresses provided by the City and <br />
