City Council Minutes <br /> June 19, 2007 <br /> Page 3 of 4 <br /> ----------------------------- <br /> Discussion was held regarding the method of calculating the fees. Council <br /> Member Ryan questioned the amount of money needed by the City for <br /> storm water management. Tim Houle noted that a long range plan should <br /> be developed to answer Council Member Ryan's question. Council <br /> Member Ryan suggested levying the money rather than charging a fee. <br /> The Council discussed the pros and cons of both levying and charging a <br /> storm water management fee and decided that charging the fee would be <br /> best. <br /> The Council discussed billing rates. It was decided that all residential <br /> parcels (parcels used as residential) will be charged at one-third of an <br /> acre. It was suggested that commercial properties could possibly pay a <br /> slightly reduced rate. It was the consensus of the Council to work on the <br /> following steps relating to the implementation of the storm water <br /> management fee: <br /> • Put together a 5-10 year capital improvement plan <br /> • Work with the staff to get Sibley Township properties into the billing <br /> system <br /> • Review the existing parcels that are being billed for storm water <br /> management for accuracy <br /> �-- • Look at what the City is currently generating in dollars at the current <br /> rate <br /> • Provide a comparison to the Council showing a reduced rate for <br /> commercial properties <br /> • Amend the ordinance to show the new rate if applicable and to <br /> change the name of the fee to a Storm Water Management Fee. <br /> • Have a public informational hearing at a Council meeting prior to <br /> implementing the fee <br /> 6. Payment of Bills <br /> COUNCIL MEMBER ORASKOVICH MOVED TO APPROVE PAYMENT <br /> OF BILLS AS PRESENTED ON THE CHECK REGISTER. COUNCIL <br /> MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5- <br /> 0. <br /> 7. Other Business <br /> There was no other business. <br />
