This payment would be a lump sum payment. <br /> Tom Ryan suggested coordinating the benefit with the sick time benefit <br /> allowed when employees leave their position. Ray explained that these <br /> are two different types of benefits. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT THE LONGEVITY <br /> PAY POLICY AS PRESENTED. COUNCIL MEMBER ORASKOVICH <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 4. HRA Members <br /> Sharon Thurlow, HRA Director, introduced the HRA members to the City <br /> Council. <br /> COUNCIL MEMBER SJOBLAD MOVED TO REAPPOINT LORRAINE <br /> YOUNGBERG TO THE HRA FOR A FIVE YEAR TERM TO EXPIRE ON <br /> JUNE 25, 2012. COUNCIL MEMBER NAGEL SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> Sharon Thurlow reviewed the mission statement of the HRA and gave the <br /> Council some history on what the HRA has accomplished since its <br /> `., inception. Sharon also reviewed the Housing Study that was completed in <br /> January. The Council was invited to tour the HRA buildings. <br /> 5. Storm Water Management Fee <br /> Tim Houle reviewed the past history of the storm water management fee. <br /> He noted that presently only those property owners in the original "City of <br /> Pequot Lakes" are charged a storm water fee. Those who are living in the <br /> old "Sibley Township" are currently not charged a fee. He explained that <br /> those property owners in the township are not currently billed for this fee <br /> because the fee was established prior to the annexation. Tim Houle noted <br /> that the ordinance was developed for the entire City. The Council <br /> discussed the lack of consistency and fairness in only charging a portion <br /> of the City property owners this fee. It was noted that many of the <br /> drainage problems that the City has been correcting lie in the "Sibley <br /> Township" areas. Following discussion it was the consensus of the <br /> Council to charge all property owners in the City a storm water <br /> management fee. <br /> MAYOR MALECHA MOVED TO IMPLEMENT THE STORM WATER <br /> MANAGEMENT FEE TO ALL PROPERTIES IN THE CITY. COUNCIL <br /> MEMBER NAGEL SECONDED THE MOTION. MOTION CARRIED 5-0. <br />
