Council <br /> Member Nagel indicated that the consensus was that it is rare when Dawn <br /> is absent for more than one week; the new office assistant at City Hall is in <br /> the process of learning planning and zoning procedures; and although the <br /> State allows a 60-day turn around time to process permits, the City's turn <br /> around time is now less than one day. <br /> Council Member Ryan suggested having Community Growth available at <br /> the owner's expense if someone needed a permit during Dawn's absence. <br /> The Council felt this may be a possibility in the future. <br /> Council Member Greer brought up an issue regarding an outstanding <br /> violation. He suggested having another representative on the committee to <br /> help resolve the issue. <br /> 7. Fire Chief's Report <br /> Report received by Council. <br /> 8.1. Consider Rate Study <br /> The Clerk reviewed the three proposals received for the water and sewer <br /> rate study. Discussion was held regarding whether a capital improvement <br /> plan should be completed prior to the study or whether a study should be <br /> done first. It was the consensus of the Council that a capital improvement <br /> plan needs to be completed first. The Mayor noted that a meeting has <br /> been scheduled with the Engineer, Maintenance Supervisor and <br /> Water/Wastewater Supervisor to begin the capital improvement planning <br /> process. Council Member Ryan indicated that the Water/Wastewater <br /> Supervisor has been requested to complete a map showing existing <br /> infrastructure. Council Member Ryan indicated that he thought this map <br /> was completed. It was the consensus of the Council to direct staff to begin <br /> the capital improvement planning process by holding the July 20th meeting <br /> and to have the Water/Wastewater Supervisor bring the map that he has <br /> completed to the capital improvement planning meeting on July 20th. <br /> The Council took no action on the proposals. <br /> 9. Police Chief's Report <br /> Presented by Chief Braam. Council Member Greer requested a print out of <br /> the administrative tickets. Chief Braam indicated that he would provide this <br /> information to the Council. <br /> 9.1. Update on Part Time Officer's Program <br />
