Planning Commission recommended <br /> rezoning of the City Hall building from public to exempt commercial based <br /> on six findings of fact listed in the Planning and Zoning Administrator's <br /> report. <br /> COUNCIL MEMBER SJOBLAD MOVED TO APPROVE A ZONE <br /> CHANGE FOR THE CITY HALL PROPERTY FROM PUBLIC TO <br /> EXEMPT COMMERCIAL BASED ON THE PLANNING COMMISSION'S <br /> FINDING OF FACT. COUNCIL MEMBER PFEIFFER SECONDED THE <br /> MOTION. MOTION CARRIED 7-0. <br /> 7.2. Adoption of Comprehensive Plan <br /> Mayor Malecha gave the background on the creation of the draft <br /> comprehensive plan. She recommended that the Council vote to approve <br /> the plan so that the Planning Commission can move on to drafting and <br /> adopting the ordinances. She further recommended that the transportation <br /> plan be re-examined due to the references of the by-pass. <br /> MAYOR MALECHA MOVED TO APPROVE THE COMPREHENSIVE <br /> PLAN AS RECOMMENDED WITH THE EXCEPTION OF THE <br /> TRANSPORTATION PLAN, WHICH SHOULD BE RE-EXAMINED AND <br /> ALL REFERENCES TO THE BY-PASS CORRECTED. COUNCIL <br /> MEMBER SJOBLAD SECONDED THE MOTION. <br /> ROLL CALL VOTE: AKERSON — NAY, BOLZ-ANDOLSHEK— NAY, <br /> JOHNSON — AYE, MAYOR MALECHA— AYE, PFEIFFER— NAY, RYAN <br /> — NAY, SJOBLAD— AYE. <br /> MOTION FAILED 3-4. <br /> Tom Adams indicated he was disappointed in the City Council's decision <br /> and indicated that the Planning Commission would like to see more <br /> specifics as to why the plan was not approved. <br /> Council Member Ryan indicated that PLADO would like to review the <br /> comprehensive plan, specifically the economic development portion, prior <br /> to its adoption. Council Member Ryan further indicated that he had some <br /> concerns with the economic development portion of the plan and also that <br /> there were inconsistencies in the plan. <br />
