Minnesota legislation requires municipalities to report their fees and expenses annually to
<br /> the Department of Commerce. Based on practices reported in other areas, the State is
<br /> concerned that cities are overcharging on fees. The State's standard is that cities do not
<br /> make a profit off of fees charged for planning and zoning services. Your staff will be
<br /> submitting this report to the State and we anticipate no problem justifying the fee
<br /> schedule, or future increases to the existing schedule (Figure 3).
