Minnesota legislation requires municipalities to report their fees and expenses annually to
the Department of Commerce. Based on practices reported in other areas, the State is
concerned that cities are overcharging on fees. The State's standard is that cities do not
make a profit off of fees charged for planning and zoning services. Your staff will be
submitting this report to the State and we anticipate no problem justifying the fee
schedule, or future increases to the existing schedule (Figure 3).
Figure 3: 2003 Monthly Fees and Expenses (Budgeted and Actual)
$5,000.00
$4,500.00 ■Fees
■Expenses
$4,000.00
O Budget
$3,500.00$3.000.00
$2,500.00-
$2,000.00-
$1,500.00
$1,000.00
$500.00
$0.00
Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec
Expenses: Total actual expenses for Planning and Zoning activities totaled $20,733 for
the year, as compared to $31,363 in fee revenue and $21,110 for budgeted expenses:
2003 Summary of Revenue& Expenses
Fee Actual Budgeted
Month Revenue Expenses Expenses
Jan $ 1,040.80 $ 1,419.00 $ 1,417.00
Feb $ 75.00 $ 1,804.63 $ 1,417.00
Mar $ 876.00 $ 1,378.00 $ 1,573.00
Apr $ 41952.00 $ 1,663.14 $ 1,677.00
May $ 2,731.00 $ 1,987.44 $ 1,937.00
Jun $ 2,890.00 $ 1,513.18 $ 1,937.00
Jul $ 3,757.35 $ 1,728.00 $ 2,093.00
Aug $ 2,772.96 $ 2,761.02 $ 2,093.00
Se $ 4,767.20 $ 1,094.00 $ 2,093.00
Oct $ 3,275.60 $ 2,695.59 $ 1,833.00
Nov $ 2,035.40 $ 918.00 $ 1,573.00
Dec $ 1,822.00 $ 1,771.00 $ 1,467.00
Total $30,995.31 $20,733.00 $21,110.00
