City Council Minutes <br />June 7, 2011 <br />Page 7 <br />Nancy Malecha noted that the Council had authorized staff to go out for <br />quotes for audit proposals. She stated that we have received proposals <br />from five firms. <br />MAYOR ADAMS MOVED TO ACCEPT THE PROPOSAL FROM KDV. <br />COUNCIL MEMBER MALECHA SECONDED THE MOTION. <br />Council Member Ryan stated he was hesitant to contract with an audit firm <br />outside of the Brainerd area. He noted that the City has built a rapport with <br />the existing firm LarsonAllen. <br />ROLL CALL VOTE: AKERSON — NAY; MALECHA — ABSTAIN; RYAN — <br />NAY; SJOBLAD — NAY; ADAMS — AYE <br />MOTION FAILED 1 -3 -1. <br />The Council requested staff to contact LarsonAllen to get an explanation <br />of the last paragraph in their audit proposal. The Council indicated they did <br />not want services cut in any way if LarsonAllen offered to lower their price. <br />12.4. Personnel Policy - Exempt Employees <br />The Clerk noted that The Council requested staff to review the City's <br />personnel policy and to provide amendments to the policy to address an <br />exempt employee. She noted that the LMC stated that "The City cannot <br />pay holiday pay to an exempt employee for working a holiday. The City <br />could allow the employee to take a day off for working the holiday." "The <br />Council must keep in mind that if the Police Chief is routinely doing patrol <br />and going out on calls, he cannot be an exempt employee." <br />The Clerk reviewed the proposed changes to the personnel policy <br />regarding an exempt employee. <br />COUNCIL MEMBER RYAN MOVED TO APPROVE THE AMENDMENTS <br />TO THE PERSONNEL POLICY AS PROPOSED BY THE CLERK. <br />COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />12.5. Cable Commission Representative <br />The Clerk informed the Council that she has been the Cable <br />Representative for the City during the past several years. She explained <br />that she recently discovered that according to the cable franchise statute <br />
