City Council Minutes June 7, 2011 Page 7 Nancy Malecha noted that the Council had authorized staff to go out for quotes for audit proposals. She stated that we have received proposals from five firms. MAYOR ADAMS MOVED TO ACCEPT THE PROPOSAL FROM KDV. COUNCIL MEMBER MALECHA SECONDED THE MOTION. Council Member Ryan stated he was hesitant to contract with an audit firm outside of the Brainerd area. He noted that the City has built a rapport with the existing firm LarsonAllen. ROLL CALL VOTE: AKERSON — NAY; MALECHA — ABSTAIN; RYAN — NAY; SJOBLAD — NAY; ADAMS — AYE MOTION FAILED 1 -3 -1. The Council requested staff to contact LarsonAllen to get an explanation of the last paragraph in their audit proposal. The Council indicated they did not want services cut in any way if LarsonAllen offered to lower their price. 12.4. Personnel Policy - Exempt Employees The Clerk noted that The Council requested staff to review the City's personnel policy and to provide amendments to the policy to address an exempt employee. She noted that the LMC stated that "The City cannot pay holiday pay to an exempt employee for working a holiday. The City could allow the employee to take a day off for working the holiday." "The Council must keep in mind that if the Police Chief is routinely doing patrol and going out on calls, he cannot be an exempt employee." The Clerk reviewed the proposed changes to the personnel policy regarding an exempt employee. COUNCIL MEMBER RYAN MOVED TO APPROVE THE AMENDMENTS TO THE PERSONNEL POLICY AS PROPOSED BY THE CLERK. COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION CARRIED 5 -0. 12.5. Cable Commission Representative The Clerk informed the Council that she has been the Cable Representative for the City during the past several years.
