(a) Issue a report to the Council indicating that there <br /> is either insufficient basis for further investigation <br /> and that discipline is not warranted; or -� <br /> (b) Inform the Council that further investigation of the <br /> allegations are necessary for a proper disciplinary <br /> determination. <br /> In the event that further investigation is necessary, the Committee <br /> shall investigate the facts and report to the City Council and may <br /> make recommendations for discipline or clarification of personnel <br /> policies. <br /> 4. Documentation. The Personnel Liaison is responsible for <br /> properly documenting the personnel files regarding all information <br /> concerning employees, whether or not it occurs in a formal or informal <br /> context, at a Committee meeting or a City Council meeting. <br /> 5. Powers. The Personnel Liaison's powers include the <br /> following: <br /> (a) Providing instruction to Department Heads regarding <br /> personnel policies, regulations or work rules of the <br /> City of Pequot Lakes. <br /> (b) Administering or monitoring the Administrative Advisories <br /> or Employee Counselling forms. <br /> (c) All formal disciplinary action must originate from the .� <br /> City Council and any other discipline, including suspensions, <br /> with or without pay, and discharge and termination, require <br /> Council action, and in no way can be delegated to the <br /> Personnel Committee or Personnel Liaison. <br /> 6. Conflicts. If under any circumstances, the Personnel <br /> Liaison is not approachable or any employee or other city official <br /> believes the Personnel Liaison to have a conflict of interest or is <br /> unable to administer his/her responsibility in a fair and indiscrimi- <br /> nate fashion, said person shall report the conflicts of interest or <br /> reasons they believe the Personnel Liaison is unable to administer <br /> his/her responsibility in a fair or indiscriminate fashion to the <br /> Standing Advisory Personnel Committee.
