CITY OF PEQUOT LAKES RESOLUTION lA <br /> RESOLUTION ESTABLISHING AND DEFINING THE <br /> RESPONSIBILITIES OF THE PERSONNEL LIAISON <br /> WHEREAS, the City of Pequot Lakes has for some time recognized <br /> the office of Personnel Liaison; and <br /> WHEREAS, the City of Pequot Lakes is in the process or revising <br /> its personnel policies and in so doing has determined to more clearly <br /> define the responsibility of the Personnel Liaison for the proper <br /> management and operation of City personnel matters; <br /> NOW, THEREFORE, BE IT RESOLVED THE CITY COUNCIL OF PEQUOT LAKES, <br /> MINNESOTA, hereby establishes and ratifies the establishment of the <br /> office of Personnel Liaison. <br /> A. POWERS AND DUTIES: The Personnel Liaison's powers and <br /> duties shall include the following: <br /> 1 . General Responsibilities. The Personnel Liaison shall <br /> stay apprised of and assist all Department Heads' efforts to comply <br /> with proper disciplinary procedure pursuant to the personnel policies <br /> adopted by the City of Pequot Lakes. In cases where the Department <br /> Head is the alleged violator of the personnel policies, regulations <br /> or work rules for the City of Pequot Lakes, the Personnel Liaison shall <br /> be the individual responsible for precipitating the investigation and <br /> disciplinary action. The Personnel Liaison has no independent <br /> official power to overrule a Department Head's disciplinary conduct <br /> with regard to said Department Head's employees. Only in the case <br /> where an employee appeals the discipline will the Personnel Liaison <br /> contribute to the disciplinary decision of the fully assembled <br /> Council, as required by Minnesota Law. <br /> 2. Allegations. All alleged allegations or infractions of <br /> the City of Pequot Lakes's personnel policies, regulations or work <br /> rules shall be immediately reported to the Personnel Liaison. If <br /> discipline in any nature or form is deemed necessary or if further <br /> investigation is warranted, it is the duty of the Personnel Liaison <br /> to meet with the employee and said employee's Department Head, if the <br /> employee is not a Department Head, and administer or oversee the <br /> administration of an Administrative Advisory or Counselling/ <br /> Disciplinary form. In all cases where a Department Head is under <br /> investigation or the subject of allegations, the Personnel Liaison" -- <br /> shall either tape record the conversation or/and be accompanied by a <br /> member of the City Council at the time of investigating the allega- <br /> tions or administering the Administrative Advisory or Counselling/ <br /> Disciplinary form. All allegations, meetings, or investigations <br /> conducted by the Personnel Liaison shall be reported to the City- <br /> Council. <br /> 3. Investigation.
