rA <br /> CITY OF PEQUOT LAKES <br /> RESOLUTION ESTABLISHING BASIC POLICE POLICY PROCEDURES <br /> WHEREAS, the City of Pequot Lakes employs and maintains a <br /> separate Police Department; and <br /> WHEREAS, the actions and conduct of said police officers are <br /> the responsibility of the Department; <br /> WHEREAS, the City of Pequot Lakes has considered and analyzed <br /> its police officer's policy procedures; and <br /> WHEREAS, the City Council of the City of Pequot Lakes desires <br /> to clarify for the members of the Police Department the operating <br /> policies and procedures, and deems it in the best interest of the <br /> City and public to pass this Resolution establishing basic police <br /> policy procedures; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF PEQUOT LAKES: <br /> 1. Repeal. That this Resolution shall act to repeal all <br /> past resolutions, motions or directives which are inconsistent with <br /> the terms and provisions of the Resolution. <br /> 2. Chief of Police. That the Chief of Police is responsible <br /> for his.or her Department and with regard to issues of interpretation <br /> of these policies or other issues desiring clarification by the Police <br /> Department. The Chief of Police shall adhere to the following chain <br /> of command: <br /> a. Personnel Liaison <br /> b. Mayor <br /> c. Acting Mayor <br /> d. City Council <br /> This chain of command will be followed in all instances where the <br /> Chief has an interpretive question regarding his functions or <br /> responsibilities or that of his Department or officers, or in the <br /> event an emergency arises. In all other cases and where required by <br /> Minnesota Law, the Council shall decide. These police procedures <br /> or personnel policies may only be changed by the Council. <br /> (1) Communication Between Police Department and Council. <br /> The Chief of Police shall report monthly on the activities of <br /> the Police Department, including items of special interest <br /> or of an unusual nature and summary data. ANY ITEMS WHICH <br /> MAY POTENTIALLY RESULT IN LIABILITY TO THE CITY OR ANY <br /> POLICE PERSONNEL SHALL BE REPORTED IMMEDIATELY THROUGH THE <br /> CHAIN OF COMMAND.
