� 2. Roll call vote will be done in alphabetical order, with presiding officer last. <br />Council Members may ask for a roll call vote by the Clerk on any motion or resolution. <br />4. The Clerk shall ask for a verification roll call if the vote of a Council Member is not clear <br />on a voice vote. <br />5. A majority of all Council Members shall be necessary for approval of any ordinance <br />unless a larger majority is required by Minnesota State Statute. Except, as otherwise <br />provided by State Statutes, a majority vote of a quorum shall prevail in all other cases. <br />G. Rules of Order. Council meetings will operate under parliamentary procedure using the most <br />current version of Robert's Rules of Order. <br />H. Preservin� Order. A statutory city council is authorized to preserve order at its meetings. The <br />mayor, as the presiding officer, is also vested with some authority to prevent disturbances. No <br />one who is noisy or unruly has a right to remain in the Council Chambers. When the Council <br />decides that a disorderly person should not remain in the meeting hall, the police may be called <br />upon to execute the orders of the presiding officer or the Council. If the whole audience <br />becomes so disorderly that it is impossible to carry on a meeting, the Mayor has the right and <br />duty tq declare the Council meeting adjourned to some other time. The members of the Council <br />can also move for adjournment. <br />`'' I. Minutes. Minutes of each Council meeting shall be kept by the Clerk or in the Clerk's absence, <br />the Finance Administrator. In the absence of both, the presiding officer shall appoint a secretary <br />pro tem. Ordinances, resolutions, and claims need not be recorded in full in the minutes if they <br />appear in other permanent records of the clerk and can be accurately identified from the <br />description given in the minutes. <br />1. Approvals — The minutes of each meeting shall be reduced to typewritten form, shall be <br />signed by the clerk and copies delivered to each Council member in the following <br />month's agenda packet. At the next regular meeting following such delivery, approval of <br />the minutes need not be read aloud, but the presiding officer shall call for any additions <br />or corrections. If there is no objection to a proposed addition or correction, it may be <br />made without a vote of the Council. If there is an objection, the Council shall vote upon <br />the addition or correction. If there are no additions or corrections, the minutes stand <br />approved. <br />Electronic Recordin�—The proceedings of all Council meetings, (with the exception of <br />closed meetings) shall be recorded electronically. The electronic recording of each <br />meeting shall be clearly marked denoting type of ineeting (i.e. regular, special, public <br />hearing, etc.), date and time. The electronic recording shall be kept in a secure storage <br />area in chronological order and maintained for one year. Access to the electronic <br />� <br />
