a. Notice —The City Clerk shall give advance notice of a closed meeting in the same <br />� manner as advance notice of other Council meetings. <br />1) If the closed meeting is held during other meetings of the Council, the <br />notice will state the approximate time that the closed meeting is <br />scheduled. <br />b. Emer�encv Meetin� - If a meeting must be held under urgent or emergency <br />circumstances which make it impractical to give the customary advance notice, <br />the City Clerk shall make a reasonable, good faith effort to give advance notice <br />to the local news media by other means. <br />c. Schedule — If the meeting is held in conjunction with a regular meeting, it shall <br />normally be scheduled as the last item on the Council agenda. If it is the last <br />item, no further public business shall be conducted after the closed meeting <br />unless notice of further public business is given prior to commencement of the <br />closed meeting. <br />d. Attendance—Attendance shall be limited to Council members, the City <br />Attorney, City Clerk, and other resource persons designated by the Council, <br />Clerk, and/or City Attorney and approved by the Council. A written roll of all <br />persons present at the closed meeting shall be made available to the public <br />� after the closed meeting. <br />e. Closed Meetin� to Discuss Liti�ation — A meeting may be closed to discuss <br />active, threatened or pending litigation with the City's Attorney if a balancing of <br />the purposes served by the attorney-client privilege against those served by the <br />open meeting law dictates the need for absolute confidentiality. <br />Closed Meetin� to Discuss Strate�v for Labor Ne�otiations —Proceedings of the <br />closed meetings shall be electronically recorded. The electronic recording must <br />be kept for two years and is considered public information after the agreement <br />is finalized. <br />g. Minutes of Closed Meetin�s — Minutes of closed meetings will include a list of <br />persons attending the meeting, the specific grounds allowing the meeting to be <br />closed and the subject of the meeting. Minutes will be prepared, listing persons <br />attending the meeting and the subject of the meeting. The minutes should not <br />specifically detail not-public data that is discussed at the meeting. In some <br />instances, proceedings of closed meetings must be electronically recorded per <br />statutory requirements. <br />h.
