City of <br /> PEQUOT <br /> LADES MEMO <br /> TO: Pequot Lakes Park Board <br /> FROM: Dawn Bittner, Zoning Administrator <br /> DATE: January 29, 2007 <br /> RE: Park Dedication for Final Plat of RV Resort Village at <br /> the Preserve. <br /> At an upcoming Planning Commission meeting, the Planning Commission will be <br /> reviewing the Final Plat application for the RV Resort Village at the Preserve. The <br /> Ordinance requires that all new subdivisions dedicate land to the public for the public use <br /> ad parks,recreational facilities,playgrounds,trails, wetlands, or open space. In lieu of <br /> land dedication for these purposes, a fee may be required if suitable lands are not <br /> contained within the property to be subdivided. <br /> The Park Board's role is to review proposed subdivisions and to determine whether any <br /> land contained in that subdivision would be appropriate for a land dedication. If the Park <br /> Board fords that there is not any such land,then the Park Board may recommend that the <br /> fee be paid instead. The fee is not to exceed ten percent(10%) of the fair market value of <br /> the land prior to subdivision as determined by the Crow Wing County Assessor at the <br /> time of Final Plat approval. <br /> The RV Resort Village at the Preserve is proposing to create 168 lots and a clubhouse. <br /> The property is located south of the downtown area with State Highway 371 bordering on <br /> the east and Hurtig Road bordering on the west. The proposed clubhouse is to include a <br /> community room, warming kitchen, lounge area, exercise room and locker rooms. The <br /> estimated market value of the land only is currently set at$294,200. <br /> Using an analysis similar to what we discussed in the Memorandum from Community <br /> Growth, adjusting the per capita share for a commercial use, Staff recommends using the <br /> following formula to determine the Park Dedication Fee for the RV Resort Village at the <br /> Preserve: <br /> `.- 168 units x 2.2 guests=369.6 <br /> 369.6 x 0.0015 acres (per capita commercial share)=0.5544 acres <br /> 0.5544 acres x $32,000= $17,740.80 park dedication fee <br />
