(/iiCi of <br /> JPWEQUOT_ PE liar <br /> --______0 LAKES MEMO <br /> TO: Pequot Lakes Park Board <br /> FROM: Dawn Bittner, Zoning Administrator <br /> DATE: January 29, 2007 <br /> RE: Park Dedication for Final Plat of Mayo Acres <br /> At an upcoming Planning Commission meeting, the Planning Commission will be <br /> reviewing the Final Plat application for Mayo Acres. The Ordinance requires that all new <br /> subdivisions dedicate land to the public for the public use ad parks, recreational facilities, <br /> playgrounds, trails, wetlands, or open space. In lieu of land dedication for these <br /> purposes, a fee may be required if suitable lands are not contained within the property to <br /> be subdivided. <br /> The Park Board's role is to review proposed subdivisions and to determine whether any <br /> land contained in that subdivision would be appropriate for a land dedication. If the Park <br /> Board finds that there is not any such land, then the Park Board may recommend that the <br /> fee be paid instead. The fee is not to exceed ten percent (10%) of the fair market value of <br /> the land prior to subdivision as determined by the Crow Wing County Assessor at the <br /> time of Final Plat approval. <br /> Mayo Acres is located in the southwestern corner of the City on the east side of Ninth <br /> Avenue SW. The property is approximately 41 acres in size and is zoned Forest <br /> Management. The proposed development would create 4 lots, each meeting the <br /> minimum requirement of 10 acres per lot. The property does not contain any existing <br /> dwellings or structures. The estimated market value of the land only is $96,800. <br /> Using the analysis we discussed in the Memorandum from Community Growth, Staff <br /> recommends the following Park Dedication Fee for Mayo Acres: <br /> 4 units x 2.2 people per household= 8.8 expected new residents <br /> 8.8 residents x 0.015 acres (per capita share) = 0.132 acres <br /> 0.132 acres x $32.000 = $4,224 park dedication fee—OR- <br /> 8.8 residents x $480 = $4,224 park dedication fee <br />
