City Council Minutes
April 5, 2011
COUNCIL MEMBER AKERSON MOVED TO UPDATE THE CITY
CORPORATE STRUCTURE; THE SPECIFIC AREAS OF THE
ORGANIZATIONAL CHART THAT HE BELIEVES SHOULD BE
UPDATED AND CLARIFIED RELATING TO RESPONSIBILITIES,
REPORTING DUTIES OF THE COUNCIL LIAISONS, DEPARTMENT
HEADS, APPOINTED OFFICIALS, COMMITTEE CHAIR AND CITY
CONSULTANTS. COUNCIL MEMBER RYAN SECONDED THE
MOTION.
Council Member Akerson stated that this is a result of a Planning
Commission meeting which he attended and of which he did not
understand the role of the City Council liaison. Mayor Adams stated that
the role of the Council liaison is explained in the Council Procedures.
Discussion was held regarding the current structure relating to City
employees. The Council concurred that the words "reports to" when
referring to a Department Head and a Council Liaison is not accurate. The
Council Liaison is the person that works with the Department Head. It was
further stated that the Department Heads report to the Council as a whole
and the liaison is a vehicle for communication to Council.

Council Member Ryan stated that in relation to a Council Liaison at the
Planning Commission meeting, the Council member can speak but does
not have the right to vote.
Council Member Akerson stated that as the Liaison to the Planning
Commission, he would have liked to have been informed that a letter was
going to the school prior to the school receiving the letter. He further
stated that Council Member Malecha should also have been informed as
she is the school liaison.
COUNCIL MEMBER AKERSON WITHDREW THE MOTION. COUNCIL
MEMBER RYAN WITHDREW THE SECOND.
12.7. Grant Application for Bike Racks
The City of Pequot Lakes has received a SHIP grant for $5,000 for
obtaining bike racks to be placed throughout the City.
MAYOR ADAMS MOVED TO ACCEPT THE SHIP GRANT FOR $5,000
FOR BIKE RACKS IN THE CITY. COUNCIL MEMBER MALECHA
SECONDED THE MOTION.
L
