� CHAPTER 9— LICENSE AND BUSINESS REGULATIONS <br />ARTICLE 2. LICENSING AND REGULATING THE KEEPING OF DOGS <br />Section 9-2.1. DEFINITIONS <br />1. Owner. Any person, firm, corporation, organization, or department <br />owning, keeping, harboring or acting as custodian of a dog or dogs. <br />2. At Lar�e. The dog is off the property of the person, firm, corporation, <br />organization, or department owning, keeping, or harboring said animal, and the <br />dog is not under restraint. <br />3. Do�. All dogs over six (6) months of age. <br />4 Under Restraint. The dog is on the premises of the person, firm, <br />corporation, organization, or department owning, keeping, or harboring the <br />animal, if it is at heel beside a person having custody of it, if it is obedient to that <br />person's command, if it is within a private motor vehicle of a person, owning, <br />keeping or harboring the animal, or if it is controlled by a leash not exceeding six <br />(6) feet in length. <br />`-- 5. License � Period —(2-.�1. The period from January 1 until the <br />following December 31 of everv even-numbered ,�. <br />� <br />6. Animal Control Ofiicer. That person appointed by the City Council to <br />enforce this Chapter, and shall include any person serving as "Deputy Animal <br />Control Officer". <br />7. Do Hg�ouse. Dog house shall mean a dog house as deiined in Minn. Stat. <br />§343.40, as amended. <br />Section 9-2.2. POSITION OF ANIMAL CONTROL OFFICER <br />The position of Animal Control Officer is hereby established and the Chief of Police or <br />designee shall serve as the Animal Control Officer. He or she shall be appointed by the <br />City Council. Nothing contained herein shall prevent the City Council from contracting <br />with a person to provide such services. The Animal Control Officer is hereby authorized <br />and empowered to issue citations for violations of the Chapter. <br />Section 9-2.3.
