\... <br />City Council Minutes <br />March 1, 2011 <br />Page 8 of 11 <br />COUNCIL MEMBER RYAN MOVED TO APPROVE THE <br />RECOMMENDATION OF THE JOB EVALUATION COMMITTEE <br />RELATING TO JOB POINTS AND PAY RANGE AS FOLLOWS: <br />POLICE CHIEF — 410 JOB POINTS — PAY RANGE $21.63 -$28.38 <br />POLICE SERGEANT — 339 POINTS — PAY RANGE $19.22 -$25.22. <br />COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br />CARRIED 4-0. <br />8.C. Selection Process <br />The City Clerk stated that she is recommending a selection process for <br />the Council to consider. She explained that she contacted the City of <br />Brainerd to see how they proceeded with their process to hire a police <br />chief. The City of Brainerd used the services of Ray Niemann to assist in <br />the process. The Clerk explained that she has contacted Ray Niemann <br />and he has provided a quote for his assistance in this process. <br />Council Member Akerson and Council Member Ryan stated that they feel <br />the Police Sergeant should be appointed after the Police Chief is hired <br />�- giving the Chief input in the decision. <br />Council Member Ryan stated that he concurs with the procedure for Police <br />Chief, but would like the Council to have the opportunity to look at all <br />applications. <br />COUNCIL MEMBER RYAN MOVED TO CONTINUE WITH THE <br />SELECTION PROCESS FOR THE CHIEF ONLY; TO CONTRACT WITH <br />RAY NIEMANN TO ASSIST WITH THE PROCESS; AND THAT THE <br />COUNCIL ALSO HAS THE OPPORTUNITY TO REVIEW THE <br />APPLICATIONS. COUNCIL MEMBER AKERSON SECONDED THE <br />MOTION. <br />Council Member Akerson suggested adding local business owners to the <br />committee. It was the consensus of the Council that the recommended <br />committee would suffice. <br />MOTION FAILED 2-2. MAYOR ADAMS AND COUNCIL MEMBER <br />MALECHA VOTED NAY. COUNCIL MEMBERS AKERSON AND RYAN <br />VOTED AYE. <br />Discussion was held regarding the Police Sergeant position. Mayor <br />`..
