I <br /> 3. Soils are indicated to be very suitable for onsite sewage treatment. <br /> 4. The dwellings are to be served by a clustered sanitary sewer system. <br /> 5. Since this is part of a PUD, lot sizes are not a factor. The overall density was <br /> approved with the original PUD and does not increase with the proposed <br /> layout. <br /> 6. Each lot abuts commonly owned property, which accesses public right of way. <br /> Each lot is accessible. <br /> 7. There are no easements needed for maintenance of public utilities. <br /> Planning Commission Direction: The Commission can review the preliminary plat and <br /> find that it conforms, with conditions as necessary, to the requirements of the Ordinance <br /> and the Comprehensive Plan and recommend that it be approved. The Commission could <br /> find areas where the plan does not conform and then either recommend denial of the <br /> preliminary plat or table it to allow for changes to be made. The Commission can also <br /> table the request for more review or to obtain additional information. <br /> Keep in mind, once the preliminary plat is approved, the applicant must only complete <br /> the items required for the final plat and any conditions included in the preliminary plat in <br /> order to receive approval. The final plat process is simply a review to certify that these <br /> conditions have been met. Review occurs during the preliminary plat phase and so this is <br /> the City's only chance to make changes in the subdivision. <br /> Staff Recommendation: At the October meeting during the sketch plan review, the <br /> Planning Commission expressed concerns about the sewage system, which is proposed to <br /> be on a steep grade. Shortly after that meeting, the City received a request to inspect the <br /> system, which was in the late stages of being installed. At this point,the system has been <br /> installed and inspected. <br /> Based on the findings contained in this report,we find that the subdivision meets the <br /> requirements of the Ordinance and recommend that it be approved. The only condition <br /> would be a statement clarifying that this approval does not modify any previous <br /> approvals or conditions but only modifies the layout of these lots.
