I <br /> =I <br /> Staff Report <br /> Application: William Higgs, Region Five Development Commission and Pequot Lakes <br /> Housing and Redevelopment Authority(HRA) <br /> Background Information: Region Five Development Commission and the Pequot <br /> Lakes HRA request a variance to reduce the rear setback from the required 30 feet to ten <br /> feet. Gravdahl Drive lies to the south and east of the property, and Old Highway 371 lies <br /> to the west. The parcel is 27,000 square feet and is in the multi-family residential(MR) <br /> zone. If the variance is approved, the applicant will purchase the property and seek to <br /> split the property and build two low to moderate income single-family dwellings with <br /> 13,500 square foot lots(See Map Below). <br /> 1, The applicant claims that the existing requirement will force the driveway for the <br /> dwelling nearest to Old Highway 371 to enter and exit onto Old Highway 371. The <br /> applicant is seeking the variance so that the driveways for both proposed dwellings can <br /> Ienter and exit Gravdahl Drive on the southern edge of the property. <br /> A metes and bounds application is needed to continue further with this request. We <br /> cannot approve variances on lots that do not exist. <br /> The existing parcel does not meet the minimum requirements of the Multi-Family <br /> Residential zoning classification, so subdividing would only increase the number of non- <br /> conformities. <br /> We have sent Region Five a letter indicating what needs to be done to proceed with this <br /> development. In the larger context, it seems like the proposal is consistent with the <br /> f direction spelled out in the draft Comprehensive Plan.
