15. The topography and drainage features on the site are conducive to <br /> construction of a single-family dwelling. <br /> 16. The site will have its own wastewater treatment, which will be adequate for a <br /> single family dwelling. <br /> 17. The development is not riparian and is not visible from public waters. <br /> Planning Commission Direction: The Planning Commission can cite specific findings <br /> of fact to support an approval of the Conditional Use Permit. The Planning Commission <br /> can cite specific findings of fact to support a denial of the Conditional Use Permit. The <br /> Planning Commission can also table the request to gather additional information. <br /> Staff Recommendation: Based on the findings of fact presented in this report, we <br /> believe the application meets the criteria spelled out in the Ordinance. We therefore <br /> recommend that it be approve, with consideration given to the following conditions: <br /> 1. The applicant shall submit pictures of the structure showing all four sides, <br /> taken with the last 60 days. The staff shall confirm that these pictures depict a <br /> dwelling clear of major defects, as described in the inspection report. <br /> 2. The dwelling shall be placed on a concrete block foundation. <br /> 3. Prior to obtaining a building permit,the applicant shall provide a security of <br /> $2,500 consistent with the requirements of the Ordinance. <br /> July 2004 Staff Report Page 8 <br />
