Staff Findings: We have reviewed the proposed subdivision and offer the following <br /> findings of fact for you to consider: <br /> 1. The property is zoned Wooded Residential south of the proposed Pinekrist <br /> Court. This zoning classification allows 1-acre lots. <br /> 2. The property is zoned Forestry north of the proposed Pinekrist Court. This <br /> zoning classification allows 10-acre lots. <br /> 3. The property is relatively flat and wooded. There are no wetlands, steep <br /> slopes or other limiting features. The property is suitable for residential <br /> development. <br /> 4. Lots in blocks 3 and 4 have adequate area for the construction of two standard <br /> sewage treatment systems. <br /> 5. It is not clear if lots in blocks 1 and 2 have adequate area for the construction <br /> of two standard sewage treatment systems. <br /> 6. The layout of Block 1, Block 3 and Block 4 are compatible with adjacent <br /> parcels. <br /> 7. The parcel south of Block 2 is undeveloped. It is unclear as to whether or not <br /> development of Block 2 will be compatible with the layout of the adjacent <br /> parceL <br /> 8. Each lot has a minimum of 33-feet adjoining right-of-way. <br /> 9. Road grades have not been provided, but appear to have less than a 15% <br /> grade. <br /> 10. Future connection to adjacent parcels is feasible and would be in the long- <br /> term interest of the City. <br /> 11. Proposed right-of-way meets the minimum required. <br /> 12. It is not clear what the intersection angle of the proposed North Branch Trail <br /> and Pinekrist Court is. <br /> 13. Drainage and utility easements are provided on each parcel. Easements meet <br /> the minimum standards of the Ordinance to provide for future waterlines, <br /> sewer lines, storm sewer, drainageways and other utilities. <br /> Planning Commission Direction: The Commission can review the preliminary plat and <br /> fmd that it conforms, with conditions as necessary, to the requirements of the Ordinance <br /> and the Comprehensive Plan and recommend that it be approved. The Commission could <br /> find areas where the plan does not conform and then either recommend denial of the <br /> preliminary plat or table it to allow for changes to be made. The Commission can also <br /> table the request for more review or to obtain additional information. <br /> Keep in mind, once the preliminary plat is approved, the applicant must only complete <br /> the items required for the final plat and any conditions included in the preliminary plat in <br /> order to receive approval. The final plat process is simply a review to certify that these <br /> conditions have been met. Review occurs during the preliminary plat phase and so this is <br /> the City's only chance to make changes in the subdivision. <br /> Staff Recommendation: The Planning Commission needs to decide whether or not the <br /> development in Block 2 is compatible with the existing layout of the parcel to the south <br /> iL- <br /> 1 <br />
