Light industrial zones should be clustered to control negative impacts <br /> of light-industrial activities and to efficiently facilitate maximum interaction <br /> between light-industrial and heavy commercial enterprises. The Light-Industrial <br /> zone is most compatible with the Commercial zone,but also may be compatible <br /> 1., with the Downtown Mixed-Use,Urban Residential and Transition Residential <br /> zones. <br /> 11.Lake: To provide a zoning classification for water bodies classified by the State <br /> of Minnesota as"lakes". The zoning contains no development but allows <br /> multiple recreational uses. The Lake zone is compatible with Shoreline <br /> Residential, Rural Residential and Forest Management zones. <br /> Note that there is no shoreline commercial zone. We are not aware of any existing <br /> riparian commercial businesses and would not recommend establishing this zone if there <br /> is no plan to use it. <br /> We are further recommending that the shoreland overlay standards be changed to include <br /> only performance standards, as would be typical with an overlay zone. This would <br /> involve removing all of the bulk and density standards(lot size, density, impervious <br /> coverage, etc..) and reviewing and enhancing the performance standards to make sure <br /> that they meet the objectives of the Comprehensive Plan. <br /> One variation on these proposed zoning districts would be to not include the Rural <br /> Residential zone but to rely on the Transitional Residential zone to provide a buffer <br /> ',ft.-, between higher-density development and the lower density Forest Management and <br /> Agriculture districts. Providing too many"intermediate" zones makes it more difficult to <br /> limit sprawling type development characterized by medium-density residential creeping <br /> into lower density areas. In our opinion, the best way to maintain rural character and <br /> facilitate efficient development patterns is to have a large gap between low-density(10- <br /> acre) and high-density(1-acre) lot sizes. <br /> IL <br />
