If the residential density method is used, the total parcel area of 2.6 acres would support a <br /> density of 2.6 units(minimum lot size of 1 acre in the commercial zone). <br /> With the maximum density increase of 50%,the allowable density would be between 2.6 <br /> units and 6.3 units. <br /> We have reviewed the application and propose the following findings of fact for you to <br /> consider: <br /> • 1. The application is not within a shoreland district. <br /> 2. The minimum lot size in the Commercial Zone is 1 acre (43,560 s.f.). The <br /> proposed lots in this subdivision range from 5,090 s.f. to 8,960 s.f. <br /> 3. Using a commercial floor area ratio calculation, a base density of 4 units <br /> would be allowed. <br /> 4. Using a maximum density increase, a maximum of 6 units would be allowed. <br /> 5. The Ordinance requires that 50%of the PUD be reserved in open space. The <br /> proposal contains 50.4% open space, counting privately held land. <br /> 6. The applicant has submitted covenants and bylaws for the development. <br /> 7. The association documents do not address the long-term preservation and <br /> maintenance of open-space as specified in the Ordinance. <br /> 8. There is no erosion control or stormwater management plan included with the <br /> application. <br /> 9. Although the units are "clustered",the proposed layout does not seem to meet <br /> the intent of"Centralization of Design Facilities," which requires structures to <br /> be clustered into one or more groups. <br /> 10. All of the units are proposed to be connected to the municipal sanitary sewer <br /> and water systems. <br /> 11. The site is accessible and is bordered by improved public streets. <br /> Planning Commission Direction: The Commission can recommend to the Council that <br /> they approve the Conditional Use Permit allowing the Planned Unit Development. A <br /> recommendation of denial could also be made. If Commission members feel they need <br /> more information to make a decision, the application should be tabled. <br /> Staff Recommendation: Since the last meeting, your Staff has met with the applicant to <br /> discuss the project. The applicant has tried somewhat to accommodate your Staffs <br /> concerns on lack of usable green space and access management issues on the old <br /> highway. However, the applicant has stated that the development has to have at least <br /> eleven units and the units must be constructed with the design indicated. <br /> It is unclear whether or not this parcel can or should support 11 residential units. It was <br /> suggested that another building layout—perhaps a triplex or quad-unit -would be able to <br /> provide more usable green space, but the applicant insists that the proposed layout is the <br /> only one he will build. <br />
