<br /> 			Application:  Request to rezone from Agriculture to Rural Residential
<br /> 			Applicant: Alison and Brian Evenson
<br /> 			Background Information:  The Evensons have entered into an agreement to sell 10
<br /> 			acres of the 18-acre parcel that they own. A dwelling is situated on the parcel to be sold
<br /> 			and a new dwelling is to be built on the remaining tract. The entire property is currently
<br /> 			zoned Agriculture,which requires a 20-acre minimum lot size.  In order to complete the
<br /> 			sale,the subdivision needs to be approved. That can only happen if the property-is
<br /> 			rezoned to a classification with smaller lot sizes. The Rural Residential classification
<br /> 			allows lot sizes as small as five acres.
<br /> 			The following map shows the current land use as taken from satellite imagery. The
<br /> 			location of the Evenson parcel is indicated on the map.

<br /> 			Applicable Statutes: A 4/5ths majority of the Council is required to rezone a property,
<br /> 			which means that any rezoning must have broad consensus.
<br /> 			Simply put, there are two questions that must be answered during a rezoning. First, is the
