6. Old Business <br /> a. Review of Conditions for Wilderness Point Resort <br /> In September, the Commission recommended approval of a conditional use permit for <br /> Wilderness Resort that allowed them to have RV units along the shoreline as opposed to <br /> tent units. The City Council seemed willing to accept the recommendation, but sent the <br /> request back to the Commission and directed an examination of any potential negative <br /> impacts and more thorough conditions for the CUP. <br /> The original recommendation included one condition, which was the following: <br /> 1. The resort owners shall maintain the existing vegetation buffer at the shoreline in <br /> order to reduce visibility from the lake as well as mitigate any negative impacts <br /> from runoff due to the vehicles. <br /> Some Council members seemed to have concern with issues such as stormwater runoff, <br /> year-round visual impacts and wastewater management. The Planning Commission may <br /> wish to consider some of the following conditions for recommendation to the City <br /> Council: <br /> 1. The owners shall augment the existing screening along the shoreline in the area <br /> with the RV units. Augmentation shall include shrubs and bushes suitable to the <br /> site and of sufficient thickness to completely screen the encroaching units. <br /> 2. The RV units shall be removed from the site each year no later than October 1 and <br /> shall not be placed on the site prior to May 1 each year. The units from this area <br /> `-' may be stored on the resort property over the winter so long as they are placed <br /> outside of the setback and are not visible from adjacent parcels or the water body. <br /> n' 3. Improvements to the road accessing the shoreline RV units shall be improved to <br /> l� stabilize the road and provide a surface that can accommodate annual placement <br /> and removal of the units. <br /> 4. The owner shall submit and implement a stormwater management plan for the <br /> shoreline area that details how stormwater from the units and the access road is to <br /> be handled. If direct runoff of stormwater to the lake is deemed necessary, the <br /> plan shall include filtration mechanisms and barriers designed to prevent their <br /> damage. The plan must be acceptable to the Planning Commission. <br /> 5. The owners shall provide temporary sanitary sewer facilities seasonally near the <br /> shoreline sites. <br /> The applicants have also indicated that they would like to extend their sewer system to <br /> handle these shoreline units but they were prevented from doing so because the units <br /> were considered "primitive" and as they understood that definition it precluded sewer <br /> connection. If the City has no problem with the actual units being placed there, it seems <br /> to make more sense to have them connected to sewer and have that sewage treated at a <br /> location away from the lake. In lieu of condition five, the Commission may wish to <br /> consider the following: <br /> 5. The owners shall go through the required process and connect the shoreline RV <br /> sites to their existing sewage treatment system. <br /> November Staff Report Page 8 <br />
